Do these come fulled charged or do I need to charge them before first use?

I am experiencing the issue with my pair of headphones: I cannot get them to turn off. Is there a solution around this? I have tried holding the power on/off slider for 5 seconds, it does not seem to work. Is it possible I have a defective unit? Thank you
I’ve had this issue but only if I charge the headphones on a non jbl cord. Once I plug the headphones into the orange cord they came with, the issue resolves. Other than that, seamless operation. Very happy customer!

Is it possible to purchase replacement ear pads for these headphones?
No, it's highly impossible. Once your product runs out of warranty it's a trash.

I have the headset for two weeks. Since yesterday, after disconnecting with my laptop, the headset stays ON. I can't turn off the headset unless I reset it by pressing the + and - buttons for few seconds. Any way to fix this issue? Thanks.
I just plug it in to charge and then unlpulg it and it works

I have a pair of these headphones and I love them, my dog got ahold of them and trashed the ear pads. Where can I get a set of replacement ear pads?

How hard is it to hear somepone with noise cancilling off
This would depend on the level of music that you're playing. If you're playing at max level then it would also be difficult to hear, but then if you're using a medium volume then you can still hear the outside well but not loud enough to compare to the music playing.
